問題
Read the passage and answer the three questions that follow.
Cities often plant trees along streets to make neighborhoods more pleasant, but urban trees can also affect local temperatures. During hot weather, leaves provide shade for sidewalks, buildings, and parked cars. Trees also release water vapor through their leaves, which can help cool the surrounding air. For this reason, some city planners consider trees part of their strategy for reducing heat in heavily built-up areas.
However, planting more trees is not always simple. Young trees need regular watering, especially during dry summers, and their roots may damage sidewalks if the species is poorly chosen. In narrow streets, large branches can block signs or interfere with power lines. Cities must therefore think not only about how many trees to plant, but also about where to place them and which species are suitable.
The benefits are also unevenly distributed. A neighborhood with many mature trees may remain noticeably cooler than an area with little shade. In some cities, wealthier districts have historically had more trees than lower-income districts. As a result, recent planting programs sometimes focus on areas that previously received less investment.
Still, trees alone cannot solve every problem related to urban heat. Buildings, road surfaces, traffic, and access to air conditioning also influence how people experience high temperatures. Urban trees are most useful when they are treated as one part of a broader plan rather than as a complete solution.
Long-term care is also important. Newly planted trees do not provide the same shade as mature trees, so cities may need years of maintenance before receiving the full benefits. Protecting existing healthy trees can therefore be as important as planting new ones.

解説
(1)
leaves provide shade
Trees also release water vapor through their leaves, which can help cool the surrounding air.
Trees alone cannot solve every problem related to urban heat.
can solve all of the problems
In some cities, wealthier districts have historically had more trees than lower-income districts.
some cities
in every city
したがって、C(CANNOT SAY)です。
some cities - 設問:
every city
somemanymostalleveryalwaysnever
some=一部
some=一部だけであり、それ以外は違う
