Read the passage and answer the three questions that follow.

Many cities provide bicycle parking near train stations, shopping areas, schools, and office districts. The main purpose is to give cyclists a safe and convenient place to leave their bicycles without blocking sidewalks or entrances. When parking spaces are easy to find and close to common destinations, people may be more willing to use them.

Location, however, is not the only factor that matters. A bicycle parking area may be close to a station but still remain underused if it feels unsafe, is difficult to enter, or does not protect bicycles from theft. Covered spaces can also be attractive in areas with frequent rain, although building them may require more money and space.

Cities must also decide how much parking to provide. Too few spaces can lead cyclists to leave bicycles in streets or other unsuitable places. Yet providing a very large parking area does not guarantee that it will be used efficiently. Demand may be high in the morning but much lower later in the day, and different neighborhoods may have very different cycling patterns.

Some cities charge a small parking fee, while others provide spaces for free. A fee may help pay for maintenance and security, but it may also discourage some users. Free parking can be easier to use, although it still requires money to operate. The best approach depends on local conditions rather than on one rule that works everywhere.

For this reason, planners often need information about where cyclists travel, when parking demand is highest, and what problems users experience. Bicycle parking is most effective when its location, capacity, security, and cost are considered together rather than separately.

問題4では、似た内容に見えても、本文と設問が同じことを述べているかを細かく確認することが重要です。

設問3では、

  • 設問:more expensive to operate

となっています。

build は建設する、operate は運営するという意味です。

どちらも「費用」の話なので同じように見えますが、比較している対象は異なります。

本文に建設費の情報しかない以上、運営費については判断できません。

また、設問1の、

necessarily

は「必ず」「必然的に」という非常に強い表現です。

本文に一つでも例外が示されていれば、このような断定は成立しません。
